This accessibility statement applies to:

This site is run by Waste Investigations Support & Enforcement Ltd (WISE). We want as many people as possible to be able to use them. For example, that means you should be able to:
- navigate most of the website using just a keyboard
- zoom in up to at least 200% without the text spilling off the screen
- listen to most of the website using a screen reader
- adjust colours, contrast levels and fonts using browser or assistive technology settings

How accessible these websites are
We know some parts of these websites are not fully accessible. For example:
- Missing or poor alternative text – some images, including logos and decorative elements on penaltypay.co.uk pages, have generic or missing alternative text.
- Limited keyboard focus styling – not all buttons and links show a clear focus indicator when you tab through them.
- ReCAPTCHA challenges – the payment pages use a CAPTCHA that requires a cognitive task; while an audio option is available, it may still be difficult to complete.
- Error reporting on forms – error messages on the FPN payment forms are not always clear or may only appear after submission.

WISE is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
These websites are partially compliant with the Web Content Accessibility Guidelines version 2.2 level AA due to the non compliances listed above.
Non compliance with the accessibility regulations
- Non descriptive alt text (WCAG 2.2 1.1.1) – images on the payment pages need meaningful alternative text.
- Focus indicator issues (WCAG 2.2 2.4.7) – some controls lack a visible keyboard focus indicator.
- Reflow and scaling (WCAG 2.2 1.4.10) – some layouts do not adapt to small screens without two dimensional scrolling.
- Error messaging (WCAG 2.2 3.3.1 and 3.3.3) – form error messages are not always clear or visible.
- CAPTCHA barriers (WCAG 2.2 3.3.8) – the CAPTCHA on penaltypay.co.uk may present barriers for users who cannot complete cognitive tests.
- Older PDFs (WCAG 2.2 1.1.1 and 2.4.2) – some older PDF documents on wasteenforcement.co.uk are not tagged properly for screen readers.
We are working to address these issues. Wherever possible, new content is created with accessibility in mind, and existing content is reviewed when updated.
Disproportionate burden
At present, we have not identified any content that would pose a disproportionate burden to fix. If such a case arises, we will assess it and explain our reasoning in this statement.
